Clearer versions of Tommy, JP, and Zoe's Zone Gear.
Like Takuya, it's a reflection on the Element they weild.
Like Kouichi, JP and Zoe's outfits are just slight variations of their original clothes.
Tommy's the only one with a more extreme change like Takuya. I kinda saw that Tommy and Takuya are probably more intune with their Elements than the others and this is a reflection of their clothes. In Tommy's case he bundles up due to being cold all the time.
Not that it totally bothers him. He likes the feeling in the summer time! 
... I still don't know what Kouji's Zone Gear looks like.
